This is a banks & banking bill addressing financial institutions, some of their restrictions, and investigations of persons accused of wrongdoing

--Allows Dept of Banking and Finance to investigate person/corporation performing financial services for a bank as if the bank performed the services itself
--Department allows for fees and a report for the financial institution
--Gives the Dept of Banking and Finance subpoena power - which then gives them court order authority if subpoena is ignored
--The Department of Banking and Finance can conduct an on-site examination without notice and the registrant will pay the costs of the examination
--Allows financial institutions to conduct business on Sundays
--Banks can open safe deposit boxes or receive deposits from minors aged 16 and older
--Gives outlines for removing Bank Board of Directors ‘Director’
--Mortgage lenders and financial institutions may charge convenience fees for accepting electronic payments
