HB 354: Georgia International and Maritime Trade Center; reconstitute and authorize Department of Economic Development to contract for certain projectsVoted on Friday March 3, 2017
John Pezold's thoughts
This bill is called the Georgia International and Maritime Trade Center Authority in Chatham County.
The bill first creates the membership, how these persons are appointed and what powers and duties they have.
The bill swaps "local government" out of the language and replaces it with "the authority" which is the authority referenced in the bill title instead of just the City of Savannah and Chatham County. The authority is exempt from all sales and use taxes.
It defines legal terms of the authority and requires any lawsuits to be brought in the Eastern Judicial Circuit in Chatham County.
I voted no for a few reasons, including the extension of this authority having wide powers to enter into governmental contracts with agencies and entities with little oversight while receiving an exemption from sales & use taxes.
