This legislation requires GEMA to institute a state-wide system to facilitate the distribution of essential goods during a declared state of emergency.
"Essentials" are defined as those that assit to preserve, protect, or sustain life, health, safety, or economic well-being
GEMA will certify certain organizations that will facilitate or are likely to facilitate in distributing goods and the bill does limit the duration of a certification during a state of emergency.
Those distributing essentials do not have to abide by curfew
